A report that was issued by the Pentagon concerning Cuba as a military threat to the US has been delayed.

The report found that Cuba is not a threat to US security, and that the Cuban military could only be deployed for defensive means.

Cuba has an advanced biotechnology industry and a well educated population in the fields of medicine and science.  As such, some US officials reason, it is a threat in terms of biological and chemical warfare.

There is no hard evidence that Cuba has or is developing such weapons, or would have any intention of using them on the US, which would lead to massive retaliation, even if it did possess them.

The Helms-Burton Act claims that Cuba is a military threat, and uses that allegation to help justify the law.  The report has been withheld because of pressure from right-wing political groups and the anti-Castro lobby.
