The protection of penguins

There are a few laws to protect penguins.
You are not allowed to disturb the penguins when they are breeding or touch them.  You are not allowed to touch their eggs or breed penguins on your property.  If you are found with a penguin egg you will get a fine.  If you are found breaking these laws you will be fined R10, 000.
Penguins have sharp beaks.  The beak has a hook at the end, if you taunt them they will hurt you. So rules are also to protect you too.
