Background Information:

Kennedy partially agrees to your offer.  The US does agree not to invade Cuba.  You no longer have to worry about a military threat, and are free to resume running and reforming Cuba.  The economic blockade, while not completely removed, is weakened severely.  You can now resume some trade with the US and other countries.
