1.  Attack the ships.
2.  Agree to remove Soviet troops if US promises to remove the naval blockade and not invade.
3.  Demand that the troops stay and the blockade be ended. 
4.  Ask for an end to both blockades, a promise not to invade, and for the Soviets to stay for five years to train your army.
